The employer shall make available upon request all records required to be maintained by this subsection to the Chief and the Director for examination and copying. (B) Environmental monitoring, medical removal, and medical records required by this section shall be provided upon request to employees, designated representatives, Lead-based Paint Can Cause Lead Poisoning and authorized representatives of the Chief in accordance with Section 3204. 

Medical removal records shall be provided as prescribed by Section 3204 for monitoring records. (5) Transfer of Records. (A) Whenever the employer ceases to do business, Lead-based Paint Can Cause Lead Poisoningthe successor employer shall receive and retain all records required to be maintained by Section 5198(n). 

(B) Whenever the employer ceases to do business and there is no successor employer to receive and retain the records required to be maintained by this section for the prescribed period, these records shall be transmitted to the Director. (C) At the expiration of the retention period for the records required to be maintained by this Lead-based Paint Can Cause Lead Poisoning section, the employer shall notify the Director at least 3 months prior to the disposal of such records and shall transmit those records to the Director if requested within the period. 

(D) The employer shall also comply with any additional requirements involving the transfer of records set forth in Section 3204. (o) Observation of Monitoring. During any observation of monitoring under Section 5198(d) by an affected employee or employees or Lead-based Paint Can Cause Lead Poisoning their representative (pursuant to Section 340.1) in an area where the use of respirators, protective clothing or equipment is required.

The employer shall provide the observer with, and assure the use of, such respirators, clothing and equipment Lead-based Paint Can Cause Lead Poisoning and shall require the observer to comply with all other applicable safety and health procedures. Without interfering with the monitoring, the observer shall be entitled to receive an explanation of the measurement procedures used. 

(p) Startup Dates. Certain provisions of this regulation become operative more than two years beyond the regulation's effective date of September 8, 1979. Where the effective date is not prescribed within the text of any such provision, the required date is established by this Lead-based Paint Can Cause Lead Poisoning subsection. (1) Lunchroom facilities must comply with Section 5198(i)(4)(B) no later than January 1, 1983. 

Plan for the construction or Lead-based Paint Can Cause Lead Poisoning renovation of lunchroom facilities which comply with Section 5198(i)(4)(B)—September 7, 1982. (2) Powered, air-purifying respirators provided under Section 5198(f)(2)(B)—July 1, 1982. (3) Written compliance plans required by Section 5198(e)(2) shall be completed and available for inspection and copying as soon as possible but no later than the following schedule: 

(A) Electronics, gray iron foundries, ink manufacture, paints and Lead-based Paint Can Cause Lead Poisoning coating manufacture, wallpaper manufacture, can manufacture and printing—September 7, 1982. (B) Solder grinding in automobile manufacture—March 7, 1983. (C) Secondary lead smelting and battery manufacturing—March 7, 1983, except for Sections 5198(e)(2)(B)2 and (e)(2)(B)5 which must be completed by September 1, 1983. 

(D) Primary lead smelting—March 7, 1983 for the interim level, except for Sections 5198(e)(2)(B)2 and (e)(2)(B)5 which must be completed by September 1, 1983, Lead-based Paint Can Cause Lead Poisoning and March 7, 1987 for the permissible exposure limit. A. Substance. Pure lead (Pb) is a heavy metal at room temperature and pressure and is a basic chemical element. 

It can combine with various other substances to form numerous lead compounds. B. Compounds Covered by the Standard. The word "lead" when used in this standard means elemental lead, Lead-based Paint Can Cause Lead Poisoning all inorganic lead compounds and a class of organic lead compounds called lead soaps. This standard does not apply to other organic lead compounds. 

C. Uses. Exposure to lead occurs in at least 120 different occupations, including primary and secondary lead smelting, lead storage battery manufacturing, lead pigment manufacturing Lead-based Paint Can Cause Lead Poisoning and use, solder manufacturing and use, shipbuilding and ship repairing, auto manufacturing, and printing. D. Permissible Exposure. 

The Permissible Exposure Limit (PEL) set by the standard is 50 micrograms of lead per cubic meter of air (50 µg/m3 ), Lead-based Paint Can Cause Lead Poisoning averaged over an 8-hour workday. E. Action Level. The standard establishes an action level of 30 micrograms per cubic meter of air (30 µg/m3 ), time-weighted average, based on an 8-hour workday. 

The action level initiates several requirements of the standard, Lead-based Paint Can Cause Lead Poisoning such as exposure monitoring, medical surveillance, and training and education. A.
