Protecting Your Home From Back Flow The sewage/septic system is designed to remove sewage from a house. If flood water enters the system, the sewage can backup and enter your home. To help prevent this, install a backflow valve in the sewer line. The backflow valve is opened by the flow of sewage exiting your home but closes when the flow reverses preventing sewage from Sewage Backup During Flooding backing up into your home. 

Keep these points in mind when considering installing a backflow valve: For your own safety, changes to the plumbing in your house must be done by a licensed plumber or contractor, Sewage Backup During Flooding who will ensure that the work is done correctly and according to all applicable codes. Some valves incorporate the advantages of both flap and gate valves into a single design. 

Your plumber or contractor can advise you on the advantages and disadvantages of the various types of backflow valves. Valves should be installed on all pipes that leave the house or Sewage Backup During Flooding that are connected to equipment that is below the potential flood level. Such valves may be needed on washing machine drain lines, laundry sinks, fuel oil lines, rain downspouts, and sump pumps, as well as sewer/septic connections.  

If you have a sump pump, it may be connected to underground drain lines, which may be difficult to seal off. The Water Quality Control Division (Division) prepared this guidance for wastewater discharge permittees whose operations and/or Sewage Backup During Flooding effluent monitoring was/is significantly affected by the recent extreme flood events. 

For further reporting guidance, you are advised to refer and adhere to the "Notification Requirements" section in Part II of your permit. For facilities that are completely destroyed or inoperable for an extended period of time: These facilities are not expected to submit DMRs. The permit will remain active, Sewage Backup During Flooding but reporting requirements will pause until such a time as the Division, in coordination with the facility.

Determines that facility operations and associated discharges have returned to a state that allows compliance monitoring and reporting in accordance with the permit. No reporting violations will accrue during the interim period. The Division is currently aware of, Sewage Backup During Flooding and has been in contact with, a few facilities that are destroyed or inoperable. 

If your facility is destroyed or inoperable, please confirm your facility's status and discuss the estimated period it will be inoperable with of the Division. For these facilities, Sewage Backup During Flooding the Division will automatically pause your reporting requirements and no additional action will be required from you with respect to DMR reporting. 

For facilities that are unable to monitor for a short period of time: These facilities are required to submit DMRs. If there is not a discharge during an entire monitoring period, mark "No Discharge" and Sewage Backup During Flooding write "FLOOD" directly on your DMR form. If a discharge remains but you are unable to monitor the discharge, do not mark "No Discharge" on the DMR. Rather, submit a DMR marked "FLOOD" and "unable to monitor."  

If monitoring is able to be conducted during part, Sewage Backup During Flooding but not all, of the monitoring period, report any collected data on the DMR and specifically note the actual frequency that the discharge was monitored. Write "FLOOD" at the top of the DMR form. If your facility participates in electronic reporting via Net DMR, follow the above guidelines as applicable. 

Please coordinate with the Clean Water Compliance & Enforcement Unit prior to entering a no data indicator (NODI) code directly in the NetDMR system. In all cases, Sewage Backup During Flooding please submit a cover letter with the DMR that includes a brief explanation of the current conditions at the facility as well as the estimated time frame that the facility expects to return to normal operating conditions. 

The above guidelines apply until such a time as the Division, in coordination with the facility, Sewage Backup During Flooding determines that facility operations and associated discharges have returned to a state that allows compliance monitoring and reporting in accordance with the permit. No reporting violations will accrue during the interim period. 

For facilities that can conduct only limited monitoring for a short period of time: In some instances, Sewage Backup During Flooding permittees may have access to the facility to conduct only limited monitoring and/or may be constricted to utilizing non-EPA approved methods. In these cases, report any relevant data on the DMR and write "FLOOD" at the top of the DMR form. 

Please include a cover letter that identifies the specific methodology associated with the monitoring, as well as a brief explanation of the current conditions of the facility Sewage Backup During Flooding and the plan and time frame that the facility expects to return to normal operating conditions and/or a state that allows full monitoring and reporting in accordance with the permit. 

For facilities that can conduct monitoring but the discharge exceeds the permit effluent limitations as a direct result of flood conditions: These facilities are required to submit DMRs. Complete and submit your DMR with all relevant data Sewage Backup During Flooding and write "FLOOD" at the top of the DMR form. Please submit a cover letter with the DMR that includes an explanation of the effluent limitation exceedance(s). 

For details on what to include in the letter, please refer to the "Notification Requirements" section in Part II of your permit. The Water Quality Control Division (Division) prepared this guidance to address the large scale issues of sediment and debris accumulation, Sewage Backup During Flooding retained water, and flood-related construction activities associated with the September 2013 flood events. 

The Division selected this information format as it is not practical for all operators to seek, Sewage Backup During Flooding or for the Division to provide, case-specific guidance in a timely manner at this time. This guidance only addresses sediment and debris clean-up and emergency construction activities.
