Asbestos Abatement >> Asbestos Abatement Removal

Asbestos is a name for several fibrous minerals used in many industrial and building products. Some common uses are:Insulation on boilers, piping and other mechanical systems.Fireproofing material in buildings.Decorative and insulating surfacing materials in buildings.Acoustical materials and surface treatments.Automotive and machinery brakes. Gasket materials. Roofing felts and tars. Flooring felts and tiles. Insulation boards and papers. Cement shingles, panels, pipes, and ducts. Electrical insulation boards and wire insulation. For more Asbestos Abatement Removal information on asbestos and asbestos products, see the EPA asbestos home page. The US EPA has banned many asbestos products. Asbestos products still found on the market include brakes and other friction products, gasket materials, and roofing materials.

Asbestos hazards Asbestos has been widely used in many building products because of its tensile strength and chemical and thermal resistance. However, asbestos is extremely hazardous to workers handling it and to others in the area when it gets into the air and is inhaled. Asbestos is a carcinogen that causes lung cancer and mesothelioma. Under the DOSH asbestos standard, thermal system insulation (pipe lagging, boiler insulation, etc.), surfacing materials (spray-on acoustical plasters, troweled on plaster coatings, etc.) and flooring materials (vinyl tile, sheet goods, etc.) are all presumed to contain asbestos in buildings built before 1981. The building owner must report these Asbestos Abatement Removal materials as asbestos unless an accredited inspector has shown them to be asbestos free.

Asbestos was widely used in many building products because of its tensile strength and chemical and thermal resistance. However, asbestos is extremely hazardous to workers handling it and to others in the area when it gets into the air and is inhaled. Asbestos is a carcinogen that causes lung cancer and mesothelioma. Because of this hazard, laws have been enacted to prevent asbestos exposures. One part of these Asbestos Abatement Removal laws is the requirement for building owners to inspect their buildings before construction, renovation and demolition activities. Special handling will be required for these building materials when asbestos is present. • STEAM PIPES, BOILERS, and FURNACE DUCTS insulation (thermal system insulation)

RESILIENT FLOOR TILES (vinyl asbestos, asphalt, and rubber), the backing on VINYL SHEET FLOORING, and ADHESIVES used for installing floor tile • CEMENT SHEET, MILLBOARD, and PAPER used as insulation around furnaces and woodburning stoves • DOOR GASKETS in furnaces, wood stoves, and coal stoves • SOUNDPROOFING OR DECORATIVE MATERIAL sprayed on walls and ceilings • PATCHING AND JOINT COMPOUNDS for walls and ceilings, and TEXTURED PAINTS. Sanding, scraping, or drilling these Asbestos Abatement Removal surfaces may release asbestos The Department of Labor and Industries (L&I) has been charged with broad regulatory duties related to asbestos projects in addition to the occupational safety and health requirements of the Washington Industrial Safety and Health Act (WISHA), RCW 49.17.

Under RCW 49.26 (Washington State Asbestos Act), L&I must require any person conducting an asbestos project to notify L&I before starting work (with alternate procedures for small and emergency projects). L&I has adopted these requirements as part of WAC 296-65-020. Asbestos project notification allows L&I to track asbestos work in Washington State and appropriately focus enforcement efforts. Asbestos notifications are not licenses or certifications of individual Asbestos Abatement Removal projects, and department approval is not necessary for each individual project. Under separate requirements, certification is necessary on an annual basis for companies contracting for asbestos projects and for workers handling asbestos materials during projects.

Scope and Application This policy provides guidance to WISHA enforcement and consultation staff whenever they must address issues concerning asbestos project notifications. It supersedes any previous guidance on the subject, whether formal or informal. III. Interpretive Guidance A. How specific must notification information be to comply with WAC 296-65-020(1)? 1. Location information in the notification must be specific enough to allow L&I to locate the project. Where the address for the work site refers to a large facility, (for example, an industrial plant or campus), additional information such as building names or numbers may be necessary. With large structures, the Asbestos Abatement Removal project information must identify which facilities within the building are part of the work area.
