If you have a good lease you will be able to recoup some of your money. However most people do not have a thorough lease so water damage, and damage from mold, basic neglect are not covered in the lease. If you do have a good lease and the tenant fails to inform you that there is a water leak and you do receive mold damage they will be responsible for the Debris Removal repairs. Sure, they could tell him that he doesn’t have to clean up, but you know he will. He can’t help it. That’s just what he does. You can’t stop him because he does it when they’re not around. If they don’t want him to do it, then they have to do Debris Removal themselves.
