These are procedures that police officers follow when they arrive at any kind of Blood Cleanup. Police officers must follow very stringent guidelines and these are just a few of them. They will obtain the name, unit and telephone numbers of any and all attending medical technicians, and the name and address of the medical facility or hospital where the victim or victims are to be taken.

  1. If there is a possibility the Blood Cleanup victim could die, the police officer must attempt to obtain a dying declaration or maybe a statement about the details surrounding his or her impending demise. They must document any and all statements/comments made by victims, suspects or witnesses at the crime scene. If the victim or suspect must be transported to a hospital or other medical facility, send a police officer with the victim or suspect to document any comments or statements made and secure the evidence. If there are no police officers available to ride with the victim/suspect, they will stay at the crime scene and ask medical technicians to perform this duty. Police officers need to control, identify and remove any people that could contaminate the Blood Cleanup.
  2. The responding police officer(s) should control all of the people at the crime scene. They must prevent people from changing or destroying any physical evidence by restricting movement, the physical location, and any other activity while ensuring and maintaining the overall safety at the crime scene. The officers must identify all of the people at the Blood Cleanup, like the suspects. They must secure the situation and keep them separate. The witnesses, also must be kept secure and separate them from the suspects. The bystanders must be determined whether they were witnesses and if so treat as above, if not, remove them from the Blood Cleanup.
  3.  As for the victims/family/friends, the police officers must show control while showing compassion. The medical technicians and other assisting personnel. The police officer must exclude any unauthorized and nonessential personnel from the crime scene, like any law enforcement officials that are not working the case, politicians and the media. The crime scene police officers must protect and secure a crime scene by defining and controlling all of its boundaries. The boundaries might need to be expanded beyond the primary scope of the crime scene with the understanding that the parameters could be reduced in size if that all necessary.
  4. The responding police officer(s) should establish the Blood Cleanup(s) parameters, starting at the initial focal point and extending outward from there to include where the crime occurred and the potential points and paths of exit and entry of the suspects and witnesses. Places where the victim and or evidence might have been transferred. The police officers must be aware of trace and impression evidence while assessing the crime scene. They must set up any physical barriers, like ropes, cones, crime scene barrier tape, available vehicles, personnel, other equipment or use existing boundaries, such as doors, walls and gates.
