The City of Decatur has a sewer user fee that was established in April 1998. The sewer user fee was set at a rate of $0.34 per one hundred cubic feet of water used for residential, commercial, and light industrial users. The City also has a rate of $0.45 per one hundred cubic feet for water that is Raw Sewage Is A Major Health Hazard discharged into the system from one large industrial user.

The sewer user fee is included in the City's utility bill for all but one industrial customer. The Sanitary District of Decatur measures the volume of wastewater discharged from the one large industrial customer Raw Sewage Is A Major Health Hazard and bills them directly. The Sanitary District also has a sewer use fee that is included in the City's utility bill at a rate of $0.85 per one hundred cubic feet of water used. 

The Sanitary District of Decatur has increased their rates gradually Raw Sewage Is A Major Health Hazard over the last 12 years while the City's sewer rates have never been increased. Figure 3 shows the comparative sewer use fee beginning when the City's sewer use fee was established in 1998.The sewer use fee has approximately 27,700 users and generated approximately $2,000,000 in Fiscal Year 2010. 

Residential households in the City have an average water usage of 725 cubic feet (5,424 gallons) per month and pay a monthly fee of $2.47 to the City of Decatur for the Sewer User Fee (cost does not include any fees from the Sanitary District of Decatur). Figure 4 shows the breakdown of the fee base and Raw Sewage Is A Major Health Hazard revenue generated for the type of users. 

The existing Sanitary Sewer User Fee is not sufficient to meet the proposed cash flow model to properly fund the collection system Raw Sewage Is A Major Health Hazard and to meet the City's four priorities. The Administration proposes a $0.12 increase per year for all sanitary sewer users connected to the City's sewers for each of the next five years until it reaches $0.94 per one hundred cubic feet of water used ordischarged into the collection system. 

The rate of $0.94 is the estimated rate for the Sanitary District of Decatur's user fee in fiscal year (FY) 2016. After FY 2016 the rates should be adjusted annually to match the proposed rate of the Sanitary District of Decatur. Table 1 shows the proposed rate, Raw Sewage Is A Major Health Hazard monthly fee for average residential household, and revenue generated. 

Future small annual increases are recommended to reduce the impact of large infrequent rate changes to provide sufficient revenue to support operation, maintenance, inflation rates, rehabilitation, and Raw Sewage Is A Major Health Hazard replacement of the City's aging sanitary collection system. Here's a step-by-step guide describing what happens at each stage of the treatment process and how pollutants are removed to help keep our waterways clean.

Screening: Wastewater entering the treatment plant includes items like wood, rocks, and even dead animals. 2. Pumping:The wastewater system relies on the force of gravity to move sewage from your home to the treatment plant. If the plant is built above the ground level, the wastewater has to be pumped up to the aeration tanks (item 3). 

From here on, gravity takes over to move the wastewater through the treatment process.3. Aerating: One of the first steps that a water treatment facility can do is to just shake up the sewage and expose it to air. This causes some of the dissolved gases (such as hydrogen sulfide, Raw Sewage Is A Major Health Hazard which smells like rotten eggs) that taste and smell bad to be released from the water. 

Wastewater enters a series of long, parallel concrete tanks. Each tank is divided into two sections. In the first section, air is pumped through the water. Bubbling oxygen through the water also keeps the organic material suspended while it forces 'grit' (coffeegrounds, sand and other small, dense particles) to settle out.

5. Removing scum:As sludge is settling to the bottom of the sedimentation tanks, lighter materials are floating to the surface. This 'scum' includes grease, oils, plastics, and soap. Slow-moving rakes skim the scum off the surface of the wastewater. Scum is thickened and Raw Sewage Is A Major Health Hazard pumped to the digesters along with the sludge.Many cities also use filtration in sewage treatment. 

After the solids are removed, the liquid sewage is filtered through a substance, Raw Sewage Is A Major Health Hazard usually sand, by the action of gravity. This method gets rid of almost all bacteria, reduces turbidity and color, removes odors, reduces the amount of iron, and removes most other solid particles that remained in the water. 

Water is sometimes filtered through carbon particles, which removes organic particles. This method is used in some homes, too. 6. Killing bacteria: Finally, the wastewater flows into a 'chlorine contact' tank, where the chemical chlorine is added to kill bacteria, Raw Sewage Is A Major Health Hazard which could pose a health risk, just as is done in swimming pools. 

The chlorine is mostly eliminated as the bacteria are destroyed, Raw Sewage Is A Major Health Hazard but sometimes it must be neutralized by adding other chemicals. This protects fish and other marine organisms, which can be harmed by the smallest amounts of chlorine.The treated water (called effluent) is then discharged to a local river or the ocean.

Wastewater Residuals: Another part of treating wastewater is dealing with the solid-waste material. These solids are kept for 20 to 30 days in large, heated and enclosed tanks called 'digesters.' Here, bacteria break down (digest) the material, reducing its volume, odors, and Raw Sewage Is A Major Health Hazard getting rid of organisms that can cause disease. The finished product is mainly sent to landfills, but sometimes can be used as fertilizer.
