For level 2 projects, project parts engineer and PCB shall determine if an SCD isrequired for a part type or the purchase order as specified in is adequate to meet project'sreliability requirements. The use of Plastic Encapsulated Microcircuitsshall be restricted to applications where no similar high reliability hermetically sealed device exists.The use of PEMs is permitted on GSFC space flight applications, provided each use is thoroughlyevaluated for thermal, mechanical, How To Clean Electronic Switches and radiation implications of the specific application and found tomeet mission requirements. 

A PEM shall not be substituted for a form, fit, and functional equivalent,high reliability, hermetic device in space flight applications. Critical Applications for COTS. When failure of such units represents significantcompromise to mission success, an analysis of the parts for compliance to the requirements of thisdocument shall be performed. All upgradeparts shall be subject to PCB approval.
